It was learned from Inspection and Quarantine Bureau of Jiangsu Kunshan that on December 4, when they inspected one batch of exported air transport lithium batteries, it was found that the battery power was 34% and did not meet the requirements of the "Technical Rules for the Safe Transport of Aviation Dangerous Goods" which should be less than 30% of the provisions. Kunshan Inspection and Quarantine Bureau issued a "notification of nonconformity outbound goods," requiring enterprises to rework, and then re-export after passing inspection.

The staff of Inspection and quarantine Bureau said, "Technical Rules for the Safe Transport of Aviation Dangerous Goods" came into force on April 1, 2016 , requiring lithium cell and lithium battery pack which does not exceed 30%. Because the introduction of this rule is relatively new, and only for lithium batteries air transport, which is different from the "International Maritime Dangerous Goods Code". There is no regulate for remaining capacity of lithium battery for sea transport. Some new export enterprises do not understand the relevant provisions, mistakenly believe that lithium battery which meets the maritime transport requirements also meets the air, leading to unqualified incidents.
